自由廣場》(北社評論)期待制憲如防疫 成全民運動

「台灣新憲聯合陣線」日前成立,揭明「創造新憲法、邁向正常國家」主旨,獲得上百民團熱烈響應,當日終身奉獻制憲議題的台灣制憲基金會辜寬敏董事長,與曾研擬新憲草案的台大李鴻禧名譽教授,都鏗鏘有力、激昂慷慨地,細數四十多年來參與制憲活動的心路歷程,當場更有不少青壯世代的有識之士,也就新憲表達看法及參與意願。期待制憲能蔚為風潮,有如台灣防疫成為全民運動。

武漢肺炎肆虐全球,而台灣防疫有成,得力於人人戴口罩、勤洗手,社交保持安全距離,並且關心疫情發展保持警戒,身體力行對抗疫情。國內防疫成功,進而援助他國,享譽國際,指揮中心與醫護人員賣力使防疫蔚為全民運動有以致之。雖然近日疫情因桃醫院內感染,遭受考驗,不過藉此提升防疫動能,相信台灣必能安然渡過此一難關。

制憲如像防疫,也能成為全民運動,人人關心相關議題,制憲必能期其成功。諸如國名為何、環保、勞動、文化、數位科技等新興基本人權、三權或五權分立等,尤其是國家名稱,是中華民國?台灣?中華民國台灣?中華台北?台澎金馬?國內外都混亂分歧,值得全民勇於面對,深切論辯。

日前有位前部長受邀演講,談及國家文化記憶庫、國家人權博物館等,要以國家團隊,提升國際能見度云云;試問此一「國家」要以怎樣的國名稱之?猶如個人,叫做張三、李四或王五?至關緊要,蓋名不正則言不順。

現行憲法規定「中華民國」,如被簡稱為「中國」,有錯嗎?又譯成英文為「China」,國人持「China」護照全球趴趴走,常被誤會是中國人,華航載著「China」到處飛,連受贈口罩的外國,都誤會是中國送的?WHO更將台灣疫情納入「China」中,難道不是咎由自取嗎?

以國家正名為例,只有制憲才能達成;想要入聯,也非有自己的國名不可。主張國名為「台灣」者,固要推動制憲,而維護「中華民國」或其他名稱者,也宜推動制憲,因為勇敢接受全體民意洗禮,才有資格做現代民主憲政國家的真正主人。

建議新憲聯合陣線,將制憲重要內涵化繁為簡,學習防疫做法,推展為全民運動,應有助於制憲早日完成。

You’re not locked into any of this; one of the wonderful things about blogs is how they constantly evolve as we learn, grow, and interact with one another — but it’s good to know where and why you started, and articulating your goals may just give you a few other post ideas.

Can’t think how to get started? Just write the first thing that pops into your head. Anne Lamott, author of a book on writing we love, says that you need to give yourself permission to write a “crappy first draft”. Anne makes a great point — just start writing, and worry about editing it later.

When you’re ready to publish, give your post three to five tags that describe your blog’s focus — writing, photography, fiction, parenting, food, cars, movies, sports, whatever. These tags will help others who care about your topics find you in the Reader. Make sure one of the tags is “zerotohero,” so other new bloggers can find you, too.
